S. Ogden to call you if convicted sex offender moves to neighborhood

SOUTH OGDEN -- The South Ogden police department is hoping an automated message will help alert residents when a sexual predator moves into town.

The message will give the name and address of the convicted offender as well as a description. However, police said they will also warn residents that the information is not to be used to threaten or harass the person.

"It's simply another tool for people to be aware of their surroundings," said Detective Todd Hardman. "I remember one guy telling me that he liked children the way I like women. That's just the way it was and there was no way anyone would ever change him. That's why we want to make sure the public is as safe as possible."

The new service will be the first of its kind in the state, Hardman said. Once a convicted sex offender moves to a new home they are required to register with the state department of corrections. Once that is done, police will verify that the person is a sex offender.

"At that point we will start calling people within a certain geographical area from the perpetrator's home," said Lt. Darin Parke. "We haven't figured out whether that will be an eight-block radius or a few miles."

Parke said people would be shocked if they knew the extent of the problem involving sexual offenders. In the 84403 zip code area there are 40 convicted offenders listed on the sexual offender registry.

"We are just as frustrated as anyone else that these people are out in society," Parke said. "The reality is (that) two-thirds of all sex offenders are not under any type of supervision."

Park said the South Ogden notification system is working through A Child is Missing, a Florida-based rapid response communication program that aids law enforcement in early search and recovery efforts of missing and disabled children and adults.

Sherry Friedlander, founder and head of A Child is Missing, said the organization provides the sexual offender notification service in a number of states, including Florida, Indiana, Vermont and Maine and is awaiting clearance in other states, including Texas, Alabama and Oklahoma.

Friedlander says a police department provides the sex offender residence information and the organization sends out the alerts to the specified area.

Department of Corrections spokesman, Jack Ford, said while it is not required by law that people be notified about a sex offender in their neighborhood, it's entirely up to each individual city as to how they want to approach the matter.

"The only thing required by law is that we put put the sex offender on the registry and then it's up to the public to log on and find out about them," Ford said. "We keep the offender on the registry for 10 years and I'm assuming that's what the city would do also."

Ford said the only concern he has is the fact that the sex offender will be harrassed and tormented by their neighbor with more heightened awareness. "There have been several cases where a sex offender has been harrassed and has gone to court and won," he said.

"People have put signs up and have protested heavily. They need to know they cannot harrass and torment these people."

Hardman said every working hour in the police department is spent dealing with the problem.

"Sex offenders spend 24 hours a day thinking about molesting a child," he said. "How are they going to do it, how will they conceal their identity. This is what they do all day long."

Hardman and Parke also said it's a myth that someone who has been molested will turn around and molest.

"That hasn't been my experience in the last five years I've worked on these cases," Hardman said. "There are people who molest who were never touched a day in their life and I've seen molested people who go on to live normal, healthy lives. I have asked people if they have been molested before and they tell me no, but they tell the public that they have because it gives them an excuse."

Hardman, 31, has been with the police department for 10 years. Five of those years have been spent dealing with sexual offenders. He said when people call the police first about an incident it's easier to catch the offender. Otherwise, the police must wait for the case to go through other bureaucratic agencies.

"I just dealt with a case involving a 4-year-old girl whose stepfather molested her," Hardman said. "The aunt called us first and I was able to go over and get a wonderful disclosure from the child. We were able to get a search warrant and when we entered his home he was sitting at the computer looking at child pornography. It was a slam dunk case."

Hardman said if the police hadn't been notified first, the case probably wouldn't have turned out as well as it did.

"By the time it went through all of the hoops the stepfather would have been able to clean up the computer and any other evidence and the child would have had time for any evidence on her to disappear," he said. "I have made sure that now when a call comes in, the dispatch is to notify us first."

Hardman said sex offenders come from all socio-economic backgrounds. "They can be a father, boyfriend, cousin, uncle, stranger or even a woman. I have arrested females," he said.

"I really hate sleepovers because they are just an open invitation for some of these predators to take advantage and they aren't always an adult. Often they involve juveniles.

Hardman said juvenile sex offenses are rampant at the junior high and high school levels right now.

"It's a real concern that we are trying to deal with," he said. "Date rape is so highly under-reported. These kids need to know that 'No' means 'No' and if they push it they are going to be punished. Sex offenses can be anything from grabbing a girl's breast while walking down the hall or forcing her to have sex without her consent. It can go from either extreme."

Hardman said he doesn't have an opinion as to what is causing the problem of sexual offenses and everyone he talks to has their own theory. Some blame easy access to computer pornography, others blame the television and movie industry. He also doesn't believe that a sex offender can be cured. However, he said, sexual predators can be taught not to act on their urges.

"I could spend hours and hours trying to figure out why they do what they do but I have to focus on dealing with the aftermath," he said. "There is no greater victim than that of a child. I am passionate about doing my job right. I love it and wouldn't do anything else. It's very rewarding to bring the offenders to justice and to make a small difference."

Had to put the Lebaron back in the garage for a week while I waited for a new chrome oil pan to be delivered from J.C. Whitney, so I ripped the interior out of the Ranchero. A guy has gotta keep busy, y'know.

Anyway, I was only going to take out the bottom part of the dashboard so I could get it prepped for the stereo installation, but the bottom part of the dash isn't a separate piece, and I ended up having to take out the whole dash, since a prior owner had removed all the plastic from the stereo mounting area and there was nothing there to hold it. So now I'm going to be building a complete custom interior for the car, including dashboard, console, door panels, and rear cab panel, which is where the subwoofer box is going to go. Rancheros have this cool cubby-hole thing behind the seat that's supposed to be for the spare tire storage, but it's sized just right for 2-4 12" subwoofers, so that's what it's going to get. I'll worry about the spare tire storage later.

Thursday I was at a junkyard when I found a complete interior out of a Chrysler 5th Avenue, and wonder of wonders the seat tracks were a perfect match for the Cordoba's, so I bought the front and rear seats for the princely sum of $50, plus $20 to have the junkyard workers pull them out of the 5th Avenue so I didn't have to roll around under the car in the mud. The old seats were thrashed after sitting in the sun for three or four years before we bought the car. The new seats are totally plush, and power-operated, too. That required some extra wiring, but it wasn't too terribly hard, and they work just fine.

HARRISVILLE -- Mind the nude hot-tubbing with a woman not your wife. You could lose your pickup truck.

That is the moral of a cautionary tale laid out in picturesque detail by Harrisville police in reports on a three-way dust-up late one night that had neighbors calling police about the screaming.

Forty-year-olds. What are you gonna do?

Our story begins with a wife's note left for her husband that she was using the neighbor's hot tub down the street. Becoming suspicious, the husband went to investigate.

He finds a strange truck parked behind his wife's car at the barn that housed the hot tub. Looking in, he spotted another man in the tub with his beloved.

Enraged, he burst in, only to trip over a weight bench and other items inside, falling several times after his wife blew out the candle that had illuminated the scene.

The yelling had started by now, with the damp suitor streaking out of the barn naked.

"He said he had broke the door open to the barn and tried to chase the man that was with his wife," the police narrative report read. "He said the male ran out the back of the barn naked."

The wife told police that though she had been tubbing nude, the now-missing naked man wasn't naked, hadn't been in the tub, was just a friend and had done nothing wrong. She also wouldn't give up his name.

But when the barn's owner found a pair of men's shorts and a shirt, she admitted they belonged to the departed naked man, now apparently roaming the northern end of Harrisville.

She also had to relent on her claim she "tubbed there all the time as the owner said he'd never given her permission and had locked the barn earlier that night.

She was subsequently charged with trespassing. She also earned a drug paraphernalia charge when police found a small suspected meth pipe in her jacket.

Once the naked man was located, he too was charged with trespassing. In addition to clothing, he had also left behind his truck, where police found his wallet on the seat.

The truck it turns out, was not registered and had problematic license plates. That, coupled with the fact it was abandoned and blocking a driveway, led to its impoundment.

Harrisville prosecutor Mike Junk said he wasn't sure if the man had picked up his truck yet from impound, but his wallet was still unclaimed at city offices as of Thursday.

Without the wallet, it's likely he has no identification to bail out the truck, officials theorized.

So it's also likely the meter is still ticking on his moonlight romp three weeks ago with the usual $120 impound fee and storage charges of $15 a day.

Logan police to document porn

LOGAN -- Suggesting a link between legal pornography use and crime, the Cache County Sheriff's office is now requiring deputies to begin documenting porn found at crime scenes and during arrests.

In the coming weeks, the sheriff's office will begin collecting data showing when, where and how much pornography is found at crime scenes.

The details of the program are still a little sketchy, but deputies are already working on putting collection methods in place.

"It's been evident for years. We find it in searches -- hardcore stuff, serious stuff, and the sheriff wants to track it," Lt. Matt Bilodeau said.

Bilodeau said although possession of adult pornography by adults is not a crime, he's seen a "steady increase" in pornography associated with crimes since he's been with the sheriff's office.

Moviegoers at the Jordan Landing Cinemark movies in West Jordan received a unique greeting Monday from the ticket taker if they purchased tickets to "Fahrenheit 9/11."
To each patron, he called out: "Vote for Bush." When queried, he said he was following instructions from management.
Terrell Falk, marketing vice president for Cinemark, based in Plano, Texas, was surprised by the news and said lobbying customers for Bush was not a company policy. She was still trying to get through to the West Jordan complex as of late Tuesday to find out what they were thinking.

Meanwhile: The Redstone 8 Cinemas at Kimball Junction placed a disclaimer under its "Fahrenheit 9/11" listings that stated: "The playing of Fahrenheit 9/11 does not necessarily represent the views of ownership or management."
One letter to the editor in The Park Record asked if the lack of disclaimers meant the ownership does agree with the views of "White Chicks" and "DodgeBall."
